The spring pad helps locate the spring inside the front strut assembly. It provides a buffer between the steel spring and the upper strut mount, making the ride quieter and providing isolation from vibrations and bumps. Rubber pads tend to rip or tear so it's an inexpensive add-on to replace them any time the strut is apart.
